Now considered a dysfunctional mess, Chicago’s public housing projects once had long waiting lists of would-be residents hoping to leave the slums behind. So what went wrong? To answer this complicated question, D. Bradford Hunt traces public housing’s history in Chicago from its New Deal roots through current mayor Richard M. Daley’s Plan for Transformation. In the process, he chronicles the Chicago Housing Authority’s own transformation from the city’s most progressive government agency to its largest slumlord. Challenging explanations that attribute the projects’ decline primarily to racial discrimination and real estate interests, Hunt argues that well-intentioned but misguided policy decisions—ranging from design choices to maintenance contracts—also paved the road to failure. Moreover, administrators who fully understood the potential drawbacks did not try to halt such deeply flawed projects as Cabrini-Green and the Robert Taylor Homes. These massive high-rise complexes housed unprecedented numbers of children but relatively few adults, engendering disorder that pushed out the working class and, consequently, the rents needed to maintain the buildings. The resulting combination of fiscal crisis, managerial incompetence, and social unrest plunged the CHA into a quagmire from which it is still struggling to emerge. Blueprint for Disaster, then,is an urgent reminder of the havoc poorly conceived policy can wreak on our most vulnerable citizens.

In the early 1980s the tenant leaders of the New Orleans St. Thomas public housing development and their activist allies were militant, uncompromising defenders of the city's public housing communities. Yet ten years later these same leaders became actively involved in a planning effort to privatize and downsize their community—an effort that would drastically reduce the number of affordable apartments. What happened? John Arena—a longtime community and labor activist in New Orleans—explores this drastic change in Driven from New Orleans, exposing the social disaster visited on the city's black urban poor long before the natural disaster of Katrina magnified their plight. Arena argues that the key to understanding New Orleans's public housing transformation from public to private is the co-optation of grassroots activists into a government and foundation-funded nonprofit complex. He shows how the nonprofit model created new political allegiances and financial benefits for activists, moving them into a strategy of insider negotiations that put the profit-making agenda of real estate interests above the material needs of black public housing residents. In their turn, white developers and the city's black political elite embraced this newfound political “realism” because it legitimized the regressive policies of removing poor people and massively downsizing public housing, all in the guise of creating a new racially integrated, “mixed-income” community. In tracing how this shift occurred, Driven from New Orleans reveals the true nature, and the true cost, of reforms promoted by an alliance of a neoliberal government, nonprofits, community activists, and powerful real estate interests.

More than 750,000 Russian Jews arrived in Israel between 1988 and 1996. However, this Great Immigration, as it has been called, has gone largely unnoticed in Israeli public life. Information about this significant event has been sketchy and largely characterized by stereotypes and simplistic generalizations. Based on a number of case studies, this book offers the first in-depth analysis of the life of the new Russian-Jewish immigrants and of the interaction between them and other Israeli citizens. The author explores the peculiar set of problems that the immigrants from the former Soviet Union have been facing and shows how the newcomers, by sheer number, were able to exploit their skills and capacity for political mobilization, to resist bureaucratic control and cultural assimilation. Adaptation did take place but resulted in new institutions and formations of class and leadership. The integration of such vast numbers of immigrants over a relatively short period is a considerable challenge for a society by any standards, but must certainly be considered a unique phenomenon for a relatively small country such as Israel. Dina Siegel, originally from Kishinev in the former Soviet Union, now lives in the Netherlands. She received her MA in Sociology and Social Anthropology from Tel-Aviv University and her PhD in Cultural Anthropology from the Free University Amsterdam to which she is affiliated.

Between the early 1900s and the late 1950s, the attitudes of white Californians toward their Asian American neighbors evolved from outright hostility to relative acceptance. Charlotte Brooks examines this transformation through the lens of California’s urban housing markets, arguing that the perceived foreignness of Asian Americans, which initially stranded them in segregated areas, eventually facilitated their integration into neighborhoods that rejected other minorities. Against the backdrop of cold war efforts to win Asian hearts and minds, whites who saw little difference between Asians and Asian Americans increasingly advocated the latter group’s access to middle-class life and the residential areas that went with it. But as they transformed Asian Americans into a “model minority,” whites purposefully ignored the long backstory of Chinese and Japanese Americans’ early and largely failed attempts to participate in public and private housing programs. As Brooks tells this multifaceted story, she draws on a broad range of sources in multiple languages, giving voice to an array of community leaders, journalists, activists, and homeowners—and insightfully conveying the complexity of racialized housing in a multiracial society.

Immigration reform remains one of the most contentious issues in the United States today. For mixed status families�families that include both citizens and noncitizens�this is more than a political issue: it�s a deeply personal one. Undocumented family members and legal residents lack the rights and benefits of their family members who are US citizens, while family members and legal residents sometimes have their rights compromised by punitive immigration policies based on a strict |citizen/noncitizen| dichotomy. This collection of personal narratives and academic essays is the first to focus on the daily lives and experiences, as well as the broader social contexts, for mixed status families in the contemporary United States. Threats of raids, deportation, incarceration, and detention loom large over these families. At the same time, their lives are characterized by the resilience, perseverance, and resourcefulness necessary to maintain strong family bonds, both within the United States and across national boundaries.
